About the ECE Grant
The Early Childhood Education (ECE) Grant helps families access high-quality preschool for eligible children at low or no cost, ensuring they are well-prepared for kindergarten.
Our program proudly maintains a Gold Level rating in Step Up To Quality (SUTQ)—Ohio’s top-tier rating system for early learning programs. This distinction means we consistently meet and exceed state standards, providing your child with the best possible early learning experience.

Child Eligibility
To qualify, your child must:

Be 4 years old by September 30 of the current school year
-
Not yet be age-eligible for kindergarten in your school district

Attend preschool five days a week (Monday–Friday)

Family Eligibility
The County Department of Job and Family Services (CDJFS) determines eligibility for ECE Grant funding using the Ohio Benefits system.
To qualify:

Family household income must be at or below 200% of Federal Poverty Guidelines

Families must complete a Publicly Funded Child Care (PFCC) application. If ineligible for PFCC or the Child Care Choice Program (CCCP), the ECE Grant will be considered.

How to Apply
Families must complete the PFCC application, which can be done in one of two ways:

Online: Apply through the Ohio Benefits Self Service Portal

Paper Application: Print and mail, fax, or email your completed application to your local County Agency

Required Documents
When applying, families must submit:

Proof of U.S. Citizenship

Proof of Income (pay stubs, tax records, award letters, child support statements, etc.)

Proof of Child Support paid (if applicable)
-
Any categorical eligibility documents (IEP signature page, active case plan, Family Service Plan, Kinship Permanency Incentive, etc.)

Zero Income Statement (if applicable)
